Details: Plan to join ACT at Progress Park on May 30 when we will hold our Healthcare Rally to support Single-Payer healthcare system.

3. Fundraising Committee Established - Maureen Thyfault, Chair, Vorry Moon and Sanae Tsubota

The fundraising committee formed to come up with ways to raise money for HD37 and ACDP. We instituted a $1.00/month plan for contributions and raised over $300.00 that the treasurer will turn into ACDP.

5. Recruiting Committee - Harold Thyfault, Chair, Ted Fletcher, Rusty & Ellen Campos, Michael Hall, Ray Flesher

The recruitment committee composed of the Super Captains will wash and purge the list of PCPs to fill in blanks and remove uninterested people. Then we will get everybody in for training in preparation for the coming elections (plan to practice on the elections this year to be ready for the 2010 and 2012 elections. Everybody we can get will have to participate in recruiting

Even though we normally have our meeting scheduled for the fourth Tuesday of every month, Fiddler's Green also has a concert scheduled for the fourth Tuesday of this month (May 26, 2009). Parking and service at C. B. & Potts will be extremely limited and slow and we decided it would be better to move the monthly meeting.

So, our May meeting will be held on Thursday, May 28, 2009.

I wanted to share some good news on HB 1274 (the bill to repeal the death penalty and fund a cold case team). I also want to encourage you to keep making calls to the key state senators listed below. I've also included their email addresses so that you can send an email if their voice mail fills up.

The good news is that HB 1274 was passed out of the State Affairs Committee yesterday. Now there's just one more committee hurdle before this bill can move on to a full vote in the Senate.

That hurdle will be tomorrow (Friday), when the bill will be heard in the Senate Appropriations Committee. This bill will actually save the state money because death penalty cases are far more expensive than cases not involving the death penalty. But the vote could still be very close in the Appropriations Committee.

The three key Senators below may decide whether or not HB 1274 moves on for a full vote in the Senate. Will you take just a few minutes to call each of these Senators and urge them to support HB 1274? We've included talking points below that you can use when you make your calls.

Talking Points:

Capital punishment costs more than sentencing a prisoner to life without parole. The most comprehensive death penalty study in the country found that North Carolina spent $2.16 million more per execution over the costs of sentencing and incarcerating murderers for life.
In a state like Colorado with so few executions (only 1 since 1976), and only 2 people sentenced to death, it is staggeringly expensive and inefficient to maintain death row. It's estimated that Colorado spends over $4 million every year on the death penalty.
HB 1274 would use the savings from repealing the death penalty to fully fund a "cold case" team that would investigate more than 1400 unsolved murders in Colorado.
The United States is one of the top five executioners in the world. Other countries include China, Iran, Saudi Arabia, and Pakistan.The criminal justice system makes mistakes: Since 1972, 130 innocent people have been released from death row in the United States.
The death penalty is racially biased and punishes the poor: Most defendants cannot afford adequate representation. Those who kill white people are far more likely to get the death penalty than those who kill black people.

City of Centennial is Requesting Applications for Centennial Teens to Join the Youth Commission

The Centennial Youth Commission was formed by City Council in July 2003 as
a way to provide a voice for the City's youth. The Commission is composed
of eleven teens that live in Centennial, ranging in age from 13 to18. The
Youth Commission develops suggested ordinances, participates in City wide
events, manages the Centennial Mayor's Youth Corp, develops and
participates in community programs, attends municipal conferences and more.
Youth Commissioners rotate attending Centennial City Council meetings on
Monday evenings where they are often asked for the Commission's
perspective. The Commission meets on the second and fourth Thursday of each
month at 7 p.m. Applications may be downloaded from the City's Web site,
www.CentennialColorado.com, or picked up at the City offices. Interested
teens should complete an application and return it to the attention of
Patrick Pratt, at the City of Centennial offices no later than 5 p.m. on
Friday, May 15, 2009. It may be mailed to 13133 E. Arapahoe Rd.,
Centennial, CO 80112; faxed, (720) 488-0933, or emailed to
youth@centennialcolorado.com. An application is attached to this email. For

"If I were Mayor" essay contest for 7th graders extended

The City of Centennial encourages 7th grade students to enter the "If I
Were Mayor..." essay contest sponsored by the Colorado Municipal League
(CML) and COLOTRUST. Four winners will be selected from across Colorado and
will receive a certificate of achievement, a $500 savings bond and will be
invited to attend the 2009 CML Conference in June to receive their award
and present their essays during the Elected Officials lunch. "This is a
great way to hear from our youth about what is important to them. I am sure
those that participate in this contest will have excellent ideas and some
of those ideas may be put to use today, says Centennial Mayor Randy Pye.
Last year was the first year of this contest and more than 300 essays were
received. I look forward to the opportunity to hear from the students."
Many youth are unaware of the valuable services that their cities or towns
provide such as bike paths, police officers, street lights and cross walks.
Participants should consider if they were mayor, how would they explain the
importance of municipal government to kids in their community? The contest
is open to all Colorado students enrolled in the 7th grade during the
2008-09 school year. Students who are home schooled are also eligible.
Essays should be a minimum of 400 words and a maximum of 600 words. Only
one essay may be submitted per student. Essays will be judged by a
committee made up of CML and COLOTRUST officials in the following areas:
Essay relation to contest topic Displayed knowledge about the role of a
mayor Legibility and proper use of grammar Students must include their
first and last names, school and teacher's name at the top of their
essays. The official entry form must also be submitted with all entries.
Essays must be received by Friday, April 17, 2009. Winners will be notified
during the middle of May 2009. Teachers should submit all of their
students' essays with the entry form. (Only one entry form is needed to
submit all essays.) The official entry form can be found on the CML website
at www.cml.org.

Construction Update: Arapahoe Rd. between Colorado Blvd. and Holly St.

Dexter St. south of Arapahoe Rd. between Colorado Blvd. and Holly St. has
opened to traffic. Clermont St. south of Arapahoe is now closed for
approximately 10 days for reconstruction of curbs and sidewalks. Message
boards are being used to inform travelers to use Dexter St. as the detour.
Access to Albion Wy. from Arapahoe Rd. is closed until Monday, April 27
(weather dependent) while crews resurface Arapahoe Rd. in this area.
Pedestrian access through the work zone is being maintained, including
immediately before and after the school day. For more information call:

Coyote Plan Training at the City of Centennial

From Candice Bott, regarding our City of Centennial Coyote Management Plan: We invite you to a volunteer/hazing meeting at the City of Centennial. We are trying to put together a team of highly educated volunteers to hit the streets and trails in Centennial to educate our citizens and in some cases haze inappropriate acting coyotes. My vision for the volunteer group is simple; I want to arm you with as much knowledge as possible on coyotes. I would like volunteers to walk the streets of neighborhoods and trails/parks of "hot spots" informing citizens of coyotes in the area, handing out pamphlets with information on how to deter coyotes from their property along with keeping themselves and pets safe. This training will also entail low level hazing techniques which may be used while out on the trails, streets, or parks if a coyote is encountered. If this sounds like something that would interest you please join us for one of many meetings.

The City of Centennial is currently recruiting for the Board of Adjustment, Board of Review, Planning and Zoning Commission, Election Commission, Audit Committee, Budget Committee and the Investment Committee. Applications are available on the City's Web site at www.centennialcolorado.com

Vacancies on City Finance Committees

The City of Centennial is seeking applicants for three Finance Committees. Finance Committees are advisory committees required by the Centennial Home Rule Charter.

Audit Committee will:
- Periodically review staff recommendations based on the City's process for requesting proposals and interview to select an auditor or auditing firm to perform the annual audit required by the City Charter or other audits that the City Council may request pursuant to the authority in the Charter
- Receive and review the findings and reports of auditors
- In coordination with the auditor, present the annual or other audit report(s) to City Council
- Establish and periodically review City financial reporting policies
- Review City finance reporting processes and internal controls
- Ensure City compliance with the City Charter

Budget Committee will:
- Study all phases of the City budget and make recommendations and reports to City Council in connection with any phase of the budget that has received the consideration of the budget committee
- Issue a formal report for each budget cycle to coincide with City Council's schedule for approval of that budget. Other reports to City Council will be made as requested.

· Investment Committee will:

o Recommend to City Council an adoption of an investment policy to ensure compliance with Colorado Revised Statutes and to set policy for management of City funds to attain investment goals

o Review the investment policy and make recommendations for City Council for revisions as deemed necessary

o Assist in selection and performance review of any external investment advisors or managers used by the City

o Receive reports from the City's Finance Director on the performance of the City's investments as measured against the investment policy

o At least two times per year report to City Council on the performance of the City's investments

Board and Commission Vacancies

Board of Review is a board considering appeals to the Building Code. Meetings are the first Tuesday of the month at 4:30 p.m. on an as-needed basis. Application deadline: 5:00 p.m. April 17, 2009

Planning and Zoning Commission is a commission considering land use applications and other land use matters. Meetings are the second and fourth Wednesdays of the month at 7:00 p.m. Application deadline: 5:00 p.m. April 17, 2009

All terms are for a period of three years, for which a stipend of $25.00 per meeting will be paid to each attending board member.

Election Commission Vacancies

The Election Commission is an advisory commission required by the Centennial Home Rule Charter.

The Election Commission will:

o Assist the Designated Election Official in the performance of duties when requested

o Recommend to City Council changes to the boundaries of the four Centennial Districts when the federal census indicates that the districts no longer have the same number of voters

o Establish election policies and procedures for all municipal elections that are not coordinated with Arapahoe County

o Review and approve election plans

o Recommend to City Council the appropriate form of municipal-only election (polling place or mail in ballot)

o Advise on other policies related to any election at the Designated Election Official's request

o Troubleshoot identified election questions

o Make recommendation on the qualifications and appointment of election judges

The Election Commission meets the fourth Tuesday of the month. Terms are for a period of three years

The Presentation:

House District 38 is sponsoring my education presentation this Thursday, April 9th. The meeting will be held at the Buck Recreation Center: 2004 W Powers Avenue, Littleton. I will begin speaking at 7pm and the general meeting will follow at 8pm. All are invited.

The Bad:

HB1304 sponsored by Colorado's Education Champion, Representative Judy Solano was defeated in the House. Colorado currently exceeds the unfunded, non-renewed, piece of crap called No Child Left Behind. The bill would have saved the state, which happens to be in a budget crises, approximately $6 million dollars by returning writing assessments to licensed and trained educators. Currently writing CSAP tests are judged by the Kelly Temp Agency who evaluate hundreds of test responses with no teaching experience.

Jefferson-Jackson Day Dinner

Thoughts from the Chair

We are reorganizing the Colorado Democratic Party this weekend. In 2002, Colorado Democrats held one statewide office, Ken Salazar, Attorney General. At the same time, two Democrats had been elected to Congressional seats: Rep. Diana DeGette and Rep. Mark Udall. As of November of 2008, Democrats hold five Congressional seats and both U.S. Senate seats. Democrats have majorities in both the House and Senate in the Colorado General Assembly. And Democrats sit in the Governor, Treasurer and Secretary of State offices. On a statewide level, the only seat we do not hold is the Colorado Attorney General.

As important, Colorado cast its nine electoral votes for President Barack Obama. He, in turn, signed one of the most important pieces of legislation for the country, here in Colorado.

We have accomplished much through hard work and dedication from thousands of volunteers. I thank each of you who have been part of this exercise in real democracy.

However, the work is far from done. For every person who is without a job, we must be sure to elect people who will represent their concerns. For every family without healthcare, we must make sure to fight for coverage. For every young person who wants an education, we have to lobby for opportunities for them. For every household threatened with the loss of their home, we must make sure they have a way to hold on.

We have important elections in 2010 for all statewide offices, for the U.S. Senate, for House Districts and Senate Districts, for State Board of Education and CU Regent, for county commissioner, and local offices. By continuing to build our capacity at the precinct and county level, we will be able to elect and re-elect good public servants.

Thank you for the opportunity to serve you in Colorado. We have been a great team. Let's keep up the momentum.

Special Budget Town Hall Meeting



Senator Newell and I will host a Town Hall on the Budget with Speaker of the House, Terrance Carroll. The Town Hall meeting will be on Saturday, February 28, 2009 from 10:00 to 12:00 at the South Metro Denver Chamber of Commerce, located at 6840 South University Blvd, Centennial, CO 80122.



Gov. Bill Ritter has been submitting recommendations to the legislature's Joint Budget Committee to close a $1 billion shortfall, with these newe st proposals focusing on fiscal year 2009-10. The plan calls for reducing or phasing out services and programs, closing or delaying the opening of state prisons and other facilities, eliminating or keeping hundreds of vacant positions, and imposing employee furlough days.



Members of House District 38 and Senate District 26 are invited to participate in this important discussion on the state budget. This Town Hall tackles one of the biggest challenges facing Colorado. While Colorado, with its diversified economy and well-trained workforce, has fared better than the country as a whole, we are not immune
to those forces driving the downturn. Our response should not be panic or haste, but instead sound judgment, a steady hand, and an unflinching commitment to Colorado.

Terrance Carroll, Speaker of the Colorado House of Representatives will make a special appearance at the Town Hall event.

As FASTER moves through the Appropriations Committee and will be scheduled to the House floor, there is still work to be done. Colorado FASTER is about jobs and safety. Colorado has 125 structurally deficient bridges and many more bridges designed as obsolete. FASTER will begin the process of funding the most urgent bridge deferred maintenance, repair and reconstruction.



FASTER is projected to generate approximately $265 million annually for transportation infrastructure improvements thereby saving and creating tens of thousands of Colorado jobs, while keeping the impact to the average driver at about $3.50 a month.

First, I want to thank the delegates in attendance at the reorganization meeting who elected me to Chair HD 37. I really appreciate the confidence you expressed by voting for me and I will do everything I can to be worthy of your trust. Venita left some very high bars to reach for, so I am staying as close to her as possible):>).

I was not able to be there since I wanted to attend our youngest son's graduation from US Army Basic Training. I'm proud to announce that he did graduate and is now in Officer Candidate School at Ft. Benning, Georgia. He is planning to graduate in May and be commissioned a Second Lieutenant in the US Army.

Please attend the next monthly meeting for HD 37 this Tuesday, February 24, 2009, at 6:00 PM MT for dinner on your own and 7:00 PM MT for start of the meeting.

This month's agenda will include:

HD37 Chair Candidate Announcement

My name is Mimi Schaefer and I'm running for the HD37 Chair. My primary focus as Chair of our district would be to support the election of Democrats into positions of leadership. I can do this but I need your support. Our district holds great promise for the future and I can lead our organization in a way that builds upon our present Chair's successes and creates new and exciting
opportunities for us in our neighborhoods. I ask for your consideration when voting on February 7th.

My background in running volunteer organizations comes primarily from my years as President of Qwest Women (2001-2003) and as Secretary for Women in Cable and Telecom (also in 2002-2003). In these capacities I've earned a reputation for building collaborative teams united by their common desires to create change and uplift the community. Leading a volunteer organization differs from other types of group projects where individual unity of purpose originates from an external source, such as directives from an employer. Volunteers are self motivated and receive personal gratification from a job well done. As a leader of HD 37, I
would encourage all members to share in the promise of growth our district holds in the next few years. We share a common interest in promoting local Democrats into office. We share concerns about our community development.

In addition to holding positions on the Board of these two organizations, I've chaired many committees. As a volunteer, I have gained relevant knowledge about tapping into group dynamics. As chair of the district, I would welcome each and every person to join me in creating a vibrant, active, relevant and powerful community group. Together we can move mountains.

I am originally from Washington, DC - born and raised. I graduated from Trinity College, in Washington DC (BA Int'l Studies, Business, '92). I received a Thomas J. Watson Fellowship ('92) and conducted independent research while making my home base in Paris, France. I moved to Denver in the end of 1993 just in time to start a graduate program at DU. I earned a Master's degree in
International Management jointly issued by the University of Denver's Josef Korbel School of International Studies and the Daniel's College of Business. During this time I was awarded a second fellowship from the US Dept. of Defense (National Seurity Education Program - NSEP) which enabled me to study and conduct research while based in Sao Paulo, Brazil. I did all of this as a single parent and my small daughter accompanied me every step of the way - she studied in local schools and learned French and Portuguese by my side.

It wasn't until I completed my education at DU that I met and married my husband, Edward Alvarez, who is a Colorado native and first generation Cuban-American. I have lived in this district since 1993.

Presently I am employed in the telecom industry however am no longer with Qwest. I am a Senior Project Manager handling jobs both foreign and domestic. I use my language skills in Spanish and Portuguese on a daily basis.

I travel very little. My daughter is all grown up. In my spare time, I actively volunteer for the Women's Bean Project in Denver as well as many other local organizations. I have worked on many local campaigns in the past few years and I'm excited about the talent I have seen in our community. As a district leader, I'd like to tap into that resource and make our presence felt throughout the area. I believe that lifting Democrats into the public arena is the duty of a district chair and in that position, I will garner all the support our community has to offer and maximize it to the fullest extent. I, Vorry C. Moon, am officially announcing my candidacy to be elected to the position of Chairman of the Democratic House District 37.

I am unable to attend the reorganization meeting on February 7, 2009 due to a prior engagement. Our youngest son, Vorry C. Moon II, a graduate of the University of Northern Colorado and a recent inductee into the U. S. Army will graduate from Army Basic Training, "Boot Camp," on February 6, 2009, at Ft. Jackson, SC. Prior to joining the Army, our son worked diligently with us on the Obama, Udall, Eng, and Holland campaigns.

I am a former Centennial City Councilman, a seventeen-year resident of Arapahoe County and a life-long Democrat. I was also the first democrat elected to the Centennial City Council.

I served with distinction on the City Council, fulfilling my o bjective of prudent fiscal management. This objective was achieved by responsibly managing intergovernmental agreements, regional transportation improvements, infrastructure development, maintaining roads and storm water drainage, improving public safety and land use policies, improving the city court system with codes and licensing programs, planning growth and business development.

Working with Council, I initiated efforts to conduct a citizen's visioning process to help determine the direction, pace, and scope of the city's growth in the next five to ten years. From this effort citizens decided what level of services they wanted the City to provide to maintain safety, improve quality of life, way of life, and maintain property values.

As a military officer, husband, father, small business owner and civic activist, I have lea rned both the lessons of teamwork and individual effort. Drawing from these experiences I demonstrated my abilities to add to the team effort of the City Council and I am willing to make both team and individual efforts to keep the Arapahoe Democratic Party growing and prospering. I have a proven track record of fiscal responsibility, leadership, planning abilities, commitment, dedication and solid community foundations to do this job well.

Our party needs people with diverse backgrounds and views who know how to work together to come up with the best plans and solutions for now and for our future. I will work hard and have shown that I know when to be assertive and when to be flexible.

As a native of Florida, and a graduate of Tennessee State University, with a Bachelor of Science degree in Aeronautics Education, my family and I relocated to Colorado in 1991, after retiring as a Lieutenant Colonel from the United States Air Force. A command pilot in the Air Force, I served in the Vietnam and first Gulf Wars and received several honors including the Distinguished Flying Cross and the Meritorious Service Medal.

My wife, Candace M. Moon, is also a veteran of the U. S. Air Force and many political campaigns. We have seven grown children and nine grandchildren.

What a WONDERFUL day for our country yesterday - I hope that all of you had a chance to watch the inauguration and/or other coverage during the day. PLEASE come and meet our NEW Secretary of State Bernie Buescher on 1-2-7-09!

#1 Next HD37 Meeting 1-27-09
Our next HD37 Meeting will be Tuesday, 1-27-09 at 6 p.m. at CB & Potts Restaurant (details below)

Our NEW Colorado Secretary of State Bernie Buescher will be our special guest. He will discuss his vision for elections in the future and other information about the Secretary of State's office. Bernie Buescher is a former state legislator (D from HD55) and a well-respected politician.

Regular monthly meetings will be January through October on the 4th Tuesday of each month at 6 p.m. - at CB & Potts.

I now have the precinct-by-precinct election results for each candidate/issue available in EXCEL format. If you would like me to email you with the file attached, just let me know - vineta@aol.com - please put HD37 Election Results in the subject line.

#3 HD37 Democrats Chair Position OPEN
Reogranization of the Arapahoe Democrats is scheduled for 2-7-09. This includes the election of House District Chairs for all of Arapahoe County - among many other positions. I've decided NOT to run for HD Chair this time - I have several personal issues that need my complete focus. I've sure enjoyed working with all of you for the past 10 years. YOU are the ones who vote, volunteer, call, support our candidates - I value your hard work and your friendship.
SO - who would like to take over the reins for HD37? This is a volunteer position - coordinating volunteers, organizing meetings (HD37 Meetings are already scheduled at CB & Potts through June 2009), phone calling, attending meetings, web site blogging, emailing, etc. Please let me or Arapahoe Dems Chair Mike Hamrick (mike@arapahoedems.org or 303-518-1733) know if you are interested in running. I will be available for training and consultation to the next lucky HD37 chair.

#3 Arapahoe Community Team (ACT) Created

Hello Everybody,

Well, we are 2 weeks away from President-elect Obama's inauguration. So far, Barack seems to be making all the right moves and appointing some pretty solid cabinet choices…which he is definitely going to need in order to tackle the nation's problems that seem to be mounting on a daily basis!

As you all know by now, President Obama and his Transition Team are definitely going to be looking to us to provide him the support that he and our country will need to begin addressing these problems. To that end, your friendly neighborhood Arapahope Coordinators have decided to take on the next big challenge…forming Arapahope Community Team ("ACT"), a grass-roots organization capable of rallying our friends and neighbors just like we did during the campaign!

Now that your organization is up and running, there is something we need more than anything…your input and support. So, we'd like to hear from you again and find out what's important to you and what you would like to see change in our community. The date we have set to roll-out ACT and this initiative is January 10^th. We've reserved=2 0Meeting Room B at Koelbel Library from 3pm to 5pm. Light refreshments will be served and we hope to see you there.

As you all know, getting Barack elected was only the first step in winning back our country. There is a lot of work left to do and our country and community are counting on each of us to step up. In order to do that, we are working closely with the Obama transition team through this permanent community organization that is based off of your Team Arapahope. Thanks to Donna Galassi, we've also developed our own website which is www.arapahope.org At this website, you can get the latest information on issues and initiative being put forward by the Transition team, as well as, our local representatives. Please check this out and complete the on-line survey.

Remember, it's a new day and a new challenge. But, as recent experience has taught us, we know that, by working together, we can accomplish anything.
