#1 March 25, 2008 HD 37 MEETING MINUTES

The meeting was called to order by HD 37 Chair, Vineta Campau at 7:08 pm. 
 
Honored Guests: Candidate for House District 37 Representative Diana Holland; South Surburban Secretary and Candidate for re-election Kay Geitner; Candidate for CD 6 Ivan Botvin,  Arapahoe County Democrats Vice Chair Karen Hart. 
 
Announcements:
Diana Holland will begin her walking campaign on April 12th.  She needs to raise enough money by mid-April to show that she is a viable candidate for the House Majority Project.  Please help with her campaign, Spencer Swalm has already raised over $35,000.
 
Ivan Botvin is a candidate for CD6 against Hank Eng and Mike Collins.  He has a BA from Temple University.  He worked hard growing-up putting himself through school.  His father passed away in 1961.  He sold his business and moved to Denver in January, 1997. 
 
Kay Geitner is the current Secretary for South Suburban Parks & Recreation Department and is running for re-election in the May 6th mail-in only election.  Please take a special mail-in ballot and vote for Kay.  There are 140,000 residents in the South Suburban Recreation District and they have a $45 million budget.  All of HD37 is within SSPRD.

Tonight's topic:  "This is an election year" Guest Speaker:  Nancy Doty, Arapahoe County Clerk
 
Nancy distributed applications for mail-in ballots and voter registration forms as well as applications for election judges.  They hire 1600 judges for election-day.  They also have student election judges for election-day.  They provide training.  The pay is $100 for that days work.    
 
She was elected in the Tracy Baker recall election.  She helps candidates regardless of party-affiliation. She has 118 employees.  They also are in charge of motor vehicle, elections. The Arapahoe County Clerk's office has 4 branches: Littleton, Centennial, Aurora and Byers.
 
As of today there are 109,355 Republicans; 97,858 Democrats; 106,013 Unaffiliated (all other).  She expects the total to increase significantly by November. 
 
It has been a rough few months since the Colorado Secretary of State, Mike Coffman, decertified a number of counties equipment, including Arapahoe County's Sequoia equipment. This had to do with the security, not accuracy of the equipment.  Hart Equipment did have problems with accuracy, however Arapahoe County didn't buy that equipment.  At the data warehouse (5152 S. Federal Blvd) there is 24-hour security with 24 security cameras.  The warehouse is locked and you need a key-card to get in.  To go to the tabulation area, a separate room, you need a separate key card.  It's a pretty secure operation. 
 
The long lines last election in Colorado had nothing to do with the electronic equipment.    Nancy does not want paper ballots this year because it will cost $4 million to buy the equipment to scan the ballots.  SB189 (defeated) would have required this.  She is going to have paper ballots at each location for any voter who wanted to use it.  Paper ballots have a problem with getting lost, stolen, mis-counted.  The electronic equipment has much better security. There are 372 precincts in Arapahoe County. Due to big turn-out in the 2004 election, she increased the early-vote sites to 8 in 2006.  She encourages everyone to do early mail-in ballots this year.  To do paper ballot only election would be a huge expense-lots of logistics. 
 
There will be a greater effort this year to update campaigns more frequently on voted/not voted yet data in the weeks and days before the election.
 
In the odd-year non-partisan elections the county is allowed to have a mail-in only ballot.  In those elections, every voter gets a mail ballot.  In the regular elections, you won't get a ballot unless you ask for it.  If you ask for it once you should always get mail-only.

Kay Geitner For South Suburban Board - Vote Tuesday, May 6
An Endorsement by HD37 Super Star Roberta Gillis     
 
I am a voter in every election, be it state, national, or local special districts  for water services, library, and parks.  I am a past committee person, House District 37 Chairperson, and also served 14 years as an elected  Board member of South Suburban Park & Recreation District . These special district elections are the ones that touch our lives most directly and determine the continued quality facilities in our parks and recreation programs.  I enthusiastically support Kay Geitner's re-election bid to the SSPRD's Board of Directors.
I have known Kay for over 20 years.  She is an active user of parks, trails, open spaces, recreation centers, and golf courses.  Through her hands-on use and support of district facilities, Kay is able to listen to residents and provide input from a "Board" perspective.  She has always been responsive to any and all residents' questions or concerns.  While serving on the board for the past four years, the District's mil levy and district debt have both been reduced.
 
We need Kay's experience, knowledge of the district, and leadership skills for another four years.
 
Please vote Tuesday, May 6, to re-elect Kay Geitner to the South Suburban Park and Recreation District's Board of Directors.
